This should be scary, but it could be solved if companies are interested in long term prosperity. This is the internet version of the infrastructure aging that’s going on all over the country. Bridges, roads, railroads (still important), rapid transit, whatever doesn’t make a boatload of money but are still needed by everyone.
Software “quality” seems to be analogous to the “fitness” of a piece of infrastructure. Both require maintenance, both are expensive and have to be scaled to match actual usage, so both are complex & messy. But they both need to be done.
